When Hurricane Katrina hit the southern shores of the United States in August 2005, it left some $125 billion in damage and over 1,800 deaths in its wake. With Katrina, as with hundreds of other hurricanes, experts knew the hurricane was on its way, yet there was little they could do beyond a broadcast warning.
